What is a PSARA License?

Under the Private Security Agencies Regulation Act (PSARA) of 2005, it is a punishable offence to offer private security guards, watchmen, or armed supervisors in India without holding a valid state PSARA license. This regulation ensures that private security operators are registered, operate under audited guidelines, and employ trained personnel with clean records.

Eligibility Criteria under PSARA

To qualify for the license, the directors/partners and the business must satisfy certain criteria:

  • Citizenship: The applicant must be a citizen of India.
  • Clean Background: Directors must have clean records without convictions or ongoing trials. Preference is given to Ex-Servicemen from the Indian Armed Forces.
  • Office Presence: A physical office address within the target state is mandatory.
  • Training Partner: The agency must sign a Memorandum of Understanding (MoU) with an authorized security training institute recognized by the state government to train recruited guards.

Types of PSARA Licenses & Government Fees

Licenses are issued for different geographical ranges, and government fees vary accordingly:

  • Single District License: Government fee of ?5,000.
  • Multiple Districts (Up to 5): Government fee of ?10,000.
  • Whole State License: Government fee of ?25,000.

Note: The license is typically valid for 5 years (except in Uttarakhand and Chhattisgarh where it is issued for 1 year), after which it must be renewed.

Documents Required for PSARA Registration

Due to the security nature of the service, the documentation checklist is rigorous:

  • PAN, Aadhaar, and ITR copies of all Directors
  • Certificate of Incorporation (COI), LLP Deed, or Shops & Establishment Registration
  • Shops license or Rent Agreement of the office
  • MoU with a recognized Security Training Institute
  • Character Verification Certificate of all Directors (Obtained from District Police)
  • Logo, uniform photo, and badge design of the security agency
  • EPF and ESIC registrations
